PRECiSE:
Strategy for Defining
New Project Scope
Facility Managers know the importance of delivering a project that meets
the operational and image expectations of the board of directors and
users. They also
realize the difficulty in trying to meet these important goals
within a marketplace where fluctuating revenues mean an ever-greater
need for control of limited project resources.
Defining capital projects accurately in terms of size, quality
expectations and cost at a stage when the project is not yet funded,
much less designed, is one of the most difficult and risky
responsibilities faced by the Facility Manager.
It is in response to this need that Dr. Stephen Kirk, FAIA
developed PRECiSE; a process for formulating PREliminary Cost/Size
Estimates.
PRECiSE focuses on the interdependent effects of decision-making with
regard to quality, program and cost.
Data is collected and compiled in a computerized format that
establishes the three planning models.
All three models are interactive and interdependent and the
effect of various "what-if" scenarios can be simulated in
a real-time workshop involving as many organization representatives
as may be deemed appropriate to the scope of the project.
This allows project expectations and project resources to be
brought into "balance" and define project scope parameters
before the onset of the design process.
PRECiSE
is applicable to almost any size project.
KIRK's extensive database allows the process to be utilized
for renovation projects as well as new construction. In a modified form, PRECiSE can also lend greater accuracy to
your strategic or long-range facility planning efforts.
